Ohio to Hold Workshop on Review of Certain Default Service Rules

The Public Utilities Commission of Ohio has scheduled for December 10 a workshop concerning a review of the certain default service rules contained in Chapter 4901:1-35, Ohio Administrative Code.
The major tenets of default service, or the Standard Service Offer (SSO), are contained in the Revised Code (set by statute), including the requirements for electric security plants and market rate offers.
The purpose of 4901:1-35, O.A.C., is to establish rules for the form and process under which an electric utility shall file an application for an SSO and the Commission's review of that application.
The rules under 4901:1-35, O.A.C., are being assessed under the required five-year review of all administrative rules.
Notable provisions of 4901:1-35, O.A.C., include filing requirements for applications for a market rate offer or electric security plan (though most of the requirements address statutorily required provisions), required descriptions of the competitive bid plan under an MRO, and requirements for approved fuel and purchased power adjustments under an ESP.
