Pennsylvania Borough Seeks Retail Supplier License

The Borough of Columbia has applied for a Pennsylvania electric generation supplier license as a supplier of electricity.
The Borough of Columbia said that it is seeking an EGS license in order to provide services to the Commonwealth of Pennsylvania, through the Department of General Services, pursuant to a number of agreements, including an Intergovernmental Power Purchase Agreement (PPA), beginning on or about January 1, 2014, and anticipates that such service will be restricted to a limited portion of the PPL Electric Utilities territory in the Harrisburg and Scranton areas.
"In order to accommodate potential contingencies, however, the Borough of Columbia is seeking an EGS License sufficient to provide services to other Governmental and Industrial customers throughout the Commonwealth," the Borough said.
The Borough applied to serve industrial, governmental, and "other" customers, consistent with its PPA with the Department of General Services.
The Borough further said that pursuant to the PPA, "all sales of excess electricity will be conducted by an as-yet-to-be-determined 'Electric Manager.' Under the terms of the PPA, the 'Electric Manager' will likely take title to such excess electricity and will conduct sales of such excess pursuant to its own PUC-approved EGS license. In the event, however, that Applicant's 'Electric Manager' does not take title to the excess electricity, sales of such excess will be conducted by the 'Electric Manager' under the limitations of Applicant's EGS license, as approved by the PUC."
