Texas State Senator to Hold Hearing on PUCT's Decision to Mandate Reserve Margin

Texas State Senator Troy Fraser has said that he will hold hearings on the Public Utility Commission of Texas' decision to institute a mandatory reserve margin.

Fraser chairs the Senate Committee on Natural Resources.

Fraser called the PUCT's action inappropriate, and also told the Austin American-Statesman and Texas Tribune that it was not the legislature's intent to grant the PUCT authority to change the market design, a decision which should be reserved to lawmakers.

Such power to change the market design envisioned under the restructuring statute was not delegated to the Commission, Fraser said.
