FERC Dismisses Retail Suppliers' Concerns Over Capacity Obligations

FERC accepted a filing from the Midwest ISO to modify the calculation of the local reliability requirements (LRR) in the capacity market to take account of LSEs' and electric distribution companies' demand that coincides with the annual peak demand of their specific local resource zones (rather than based upon coincident peak demand in the MISO region without making adjustments to reflect peak demands in local resource zones). In doing so, FERC dismissed a concern from the Retail Energy Supply Association which had said that, absent changes to the manner in which MISO determines capacity import limits, LSEs may be required to procure more local resources than are necessary to meet the planning reserve margin requirement. FERC said that such concern was outside the scope of the proceeding (ER13-2298).


Draft Would Approve Sonoma Clean Power Authority Community Choice Aggregation Service Agreement

A draft California PUC resolution would approve the negotiated Community Choice Aggregator Service Agreement between Sonoma Clean Power Authority and Pacific Gas and Electric Company. Sonoma Clean Power Authority filed its CCA implementation plan with the PUC earlier this month.
