PECO Files Proposal to Recover Certain Costs of Seamless Move and Switch-at-Connect Functionality from Retail Suppliers

PECO has filed a compliance plan to implement seamless move and switch-at-connect functionality, and in such plan included a proposal to recover costs of the programs.

PECO currently estimates the total implementation cost to be approximately $5.0 million for seamless move and switch-at-connect functionality.

"Consistent with its recovery of other market enhancement costs arising out of the Commission's Retail Market Investigation and the Commission's Final Order in PECO's second DSP case, the Company is proposing to recover 50% of its costs through a Purchase of Receivables ('POR') discount and 50% through the Generation Supply Adjustment ('GSA')," PECO said.

"In order to achieve this cost recovery, PECO will make adjustments to its GSA tariff rate to include 50% of the total costs amortized over a one-year period, with the remaining 50% of project costs recovered through the POR discount. Upon Commission approval of this Plan, PECO will file modifications to its supplier tariff to adjust the POR discount, as necessary, and begin to flow project cost through its GSA mechanism," PECO said.

PECO did not provide an estimate of what level of POR discount would be needed to recover the share of the costs assigned to retail suppliers.

PECO said that it will take fifteen months from approval to fully implement the system changes that will be required to accomplish seamless moves and instant connects.

Under the seamless move process, a customer moving within the PECO service area will be permitted, if desired, to continue service with their current supplier without interruption, provided that the new distribution account is in a "pending active" status.

For switch-at-connect, the customer will able to effect an enrollment with a retail supplier on a "pending active" distribution account, "so that EGS service becomes active when the account becomes active, thereby avoiding default service."
