Duquesne Light Proposes Six-Month Fixed Rates for Mass Market Customers Under Latest Default Service Plan

Duquesne Light has proposed offering residential and small commercial and industrial customers fixed default service rates for six-month periods under a proposed default service plan for the period June 1, 2015 to May 31, 2017.
For Residential and Lighting customers, Duquesne Light proposes to supply customers through 12-month, laddered full requirements supply contracts from third party suppliers obtained through semi-annual competitive requests for proposals. There will also be one 6-month full requirements contract at the beginning of the default service period.

For Small Commercial and Industrial customers (under 25 kW), Duquesne Light proposes the same supply portfolio and schedule used for residential customers, consisting primarily of laddered 12-month contracts.

Large C&I customers (300 kW and above) would continue to receive hourly pricing.
Duquesne Light proposes that for the Residential and Small C&I procurements, no one supplier shall be awarded more than 50% of the tranches available for the Residential and Small C&I procurement classes in any RFP. However, Duquesne Light proposes to remove the supplier load cap for Medium C&I solicitations.
Duquesne Light proposes to meet its Time of Use rate obligation by bidding out the ability to serve non-shopping residential, small C&I, and medium C&I customers on a TOU basis to a single winning retail supplier, selected solely on the prices offered.
