In what we see as a novel approach to compliance issues, the District of Columbia PSC, as part of proposed new licensing rules for electric suppliers (click here for related story), proposes to require that suppliers complete a compliance education workshop as a condition of licensure.

The proposed rule provides:

"Within one year of licensing or within one year of the adoption of this rule, whichever is later, each Licensee's Regulatory Contact or Licensee's representative responsible for the Licensee's compliance with the Commission's rules shall complete the Electricity Supplier Education Workshop sponsored by the Commission. Successful completion of the workshop by the Licensee shall be evidenced by a certificate awarded by the Commission."
