PSC Resuming Review of Dynamic Pricing for Default Service, Implicates AMI Data Access for Retail Suppliers

The District of Columbia PSC is resuming a review of dynamic pricing, including potential for SOS, at Pepco.

The Office of People's Counsel had sought resumption of the case, which had been suspended pending Supreme Court review of FERC's jurisdiction over demand response, in light of the Court's affirmation of FERC's jurisdiction over demand response

While OPC had sought the establishment of a procedural schedule to resume the PSC's review of dynamic pricing, the PSC declined to establish a procedural schedule at this time, and instead first directed Pepco to answer a series of questions.

Among other things, the PSC directed Pepco to answer the following:

• Please provide details of Pepco’s experience with critical peak rebate programs in Maryland and Delaware, including, among other things, the programs’ costs, rebates paid, estimated benefits, and the use of any true-up mechanism.

• Please describe Pepco’s current practice for sharing AMI interval usage data with competitive suppliers. Would the current practice accommodate dynamic pricing options possibly offered by the competitive suppliers?

The PSC also directed Pepco to answer questions concerning its (and affiliates') experience with other utility load control programs in other states, and expected compensation for various demand response programs in the PJM markets (notably the capacity market).
