Shell Proposes ERCOT Protocol Revision To Accommodate ERCOT-Directed Dispatch of Price-Responsive Distributed Generation

Shell Energy North America (SENA) has submitted to ERCOT Nodal Protocol Revision Request 777, ERCOT-directed Dispatch of Price-Responsive Distributed Generation

"This NPRR creates an inclusive market environment for distributed Resources capable and willing to participate in an ERCOT-coordinated Dispatch of wholesale Resources. Currently, distributed controllable loads and generation do not have an avenue to participate in ERCOT’s Security-Constrained Economic Dispatch (SCED). By enabling elective participation in SCED, MDRs will: (1) become a reliable, predictable Resource with enhanced visibility and control by ERCOT, (2) contribute to price formation in an meaningful way, and (3) improve management of a growing population of distributed Resources on the ERCOT System," Shell said

A Mapped Distribution Resource (MDR) would be defined as a generator that is:

(a) Capable of providing net output of energy to the ERCOT System;

(b) Connected to a Distribution System owned by a Transmission and/or Distribution Service Provider (TDSP);

(c) Visible to ERCOT based upon a logical representation of that Resource at the most relevant Common Information Model (CIM) location to be determined by ERCOT and the interconnecting TDSP; and

(d) Registered with ERCOT as a Mapped Distribution Resource, which enables that generator to participate in energy markets as part of a SCED Dispatch.

An energy offer from an MDR would represent an offer for energy distributed across all nodes in the Load Zone in which the MDR is located.
