Connecticut Clarifies Obligation for Retail Suppliers To Submit Price Filings To Rate Board

The Connecticut PURA has issued a letter to retail suppliers clarifying that suppliers need not make a monthly price filing of their generally available mass market offers to the rate board if their offers have not changed
By letter dated July 29, 2008, PURA directed suppliers to submit pricing information monthly, no later than the 25th of each month, on a prescribed form.
Several suppliers have questioned the ongoing applicability of the July 29, 2008 letter's monthly filing instructions.
PURA noted that, as the Connecticut retail choice market has evolved, so have the Authority's price filing form and related instructions. Since January 1, 2015, licensed suppliers have been required to submit available residential and business rates under the supplier's current licensing or relicensing docket. To assure Rate Board alignment with current offers, and to allow the Authority time to post the information, suppliers were previously directed to submit any planned pricing change at least three business days in advance of the change.
"Licensed electric suppliers remain under a continuing obligation to file new price filings as their generally available offers change. Suppliers are not required to make a price filing, monthly or otherwise, unless they plan to change their generally available offerings to mass market customers. Suppliers may seek additional clarification pursuant to the filing instructions available on the Authority’s website," PURA said in its June 2 letter to suppliers
