PJM Seeks "Modest" Delay To 2023/2024 Base Residual Auction For Capacity

PJM filed at FERC to further delay the upcoming Base Residual Auction (BRA) for capacity for the 2023/2024 Delivery Year by a "modest" 55 days, with a new auction date of January 25, 2022, "in order to allow for the orderly administration of the next auction under the revised MSOC [Market Seller Offer Cap] rules."
The 2023/2024 BRA is currently scheduled for December 1, 2021
PJM noted that FERC recently adopted an order revising the MSOC rules on September 2, 2021
"Given that the Commission’s order was issued on September 2, 2021, there is simply no realistic scenario for PJM and the Market Monitor to review and make final unit specific offer cap and must-offer determinations more than 60 days prior to the currently scheduled December 1, 2021 BRA," PJM said
