Pa. PUC Ratifies Prior Ex Parte Price Cap Order

The Pennsylvania PUC ratified the prior Feb. 19 ex parte emergency order that limited the otherwise normally calculated natural gas supply rate change for March 1, 2026 at UGI Utilities - Gas Division, lowering the permissible quarterly supply rate (PGC) change from the standard cap of 25%, to a lower rate change cap of 10%. The ratification makes the prior Feb. 19 order the action of the full Commission (the ratification process is required for single-Commissioner orders such as the ex parte order). PUCO Sets Workshop On Reasonable Arrangement Rules

The PUC of Ohio has scheduled for April 8, 2026 a workshop on potential changes to Ohio Adm.Code Chapter 4901:1-38, governing reasonable arrangements, as part of a customary 5-year rule review. Reasonable arrangements are special agreements between utilities and certain customers, and in the past have been used to allow for utility-developed generation. While recent Ohio statutory changes ostensibly do not allow electric distribution utilities to own or operate generation, reasonable arrangements may still implicate other competitive issues, particularly if a utility affiliate is involved, including siting for large loads and grid topography. Texas PUC Approves Settlements With Two Retail Providers

The Texas PUC approved without modification two separate settlements between PUC Staff and two separate REPs to address alleged violations. The PUC approved a settlement under which Pulse Power, LLC is to pay $57,766 to resolve alleged violations of 16 Texas Administrative Code (TAC) § 25.479(b)(1), related to the frequency and delivery of bills. The PUC approved a settlement under which EIF Channelview Retail Energy, LLC is to pay $10,000 to resolve alleged violations of 16 Texas Administrative Code (TAC) §§ 25.53(c)(1) and (c)(3), related to the filing of a required Emergency Operations Plan (EOP) and annual EOP updates.
