Final Report Revises Amount Which Shopping Customers Overpaid In 2025 Versus Default Service

The Connecticut PURA issued a final annual report to the legislature on electric competition which includes a revision to one of the data points for the overpayment by shopping customers versus default service
As previously reported, a draft report had included a table entitled "Net Impact on Residential Customers, 2025".
The final report has updated the data for residential customers at CL&P in this table.
Specifically, as a result of the revision, the statewide net overpayment by residential shopping customers in 2025 was $27 million, versus the draft report's stated overpayment of $14 million.
While EnergyChoiceMatters.com in our prior story had previously noted the difference in various stated aggregate overpayment amounts listed in the draft, it wasn't apparent at such time that the non-alignment reflected an error, as opposed to being the result of PURA and OCC potentially using different data (and billing periods, meter reads, etc) for their price comparisons. However, based on the revision in the final report, it appears that the draft report's $14 million figure was in error

All of the other previously reported data from our prior story appears to be correct and was included in the final report
In brief, the final report states, on average, over 65% of retail supplier customers paid more than they would have paid with standard service for each month in 2025, with Eversource customers faring worse than UI customers. In the second half of 2025, on average, nearly 78% of Eversource residential customers and over 80% of UI residential customers who were enrolled with suppliers paid more than standard service each month.
At UI, residential shoppers in aggregate actually saved about $931,000 during 2025 on a net basis (though some customers overpaid while others saved money), with the statewide aggregate overpayment driven by prices for CL&P shoppers
For June 2025, less than 19% of UI residential customers who were enrolled with a supplier were paying above the standard service rate
The final report states that an average of 64% of business customers enrolled with a supplier paid more than standard service each month. The percentage of business supplier customers paying more than standard service increased significantly in the second half of 2025 for Eversource customers, with an average of over 93% of business customers who were enrolled with retail suppliers paying more than standard service each month
The final report states that the cumulative overpayment by shopping customers has been $227 million since 2015. This includes the impact from years in which shoppers saw significant savings, such as $108 million in savings to shoppers in 2023
