FERC Proposes to Collect More RTO Market Data

FERC yesterday issued a formal NOPR to revise its regulations and require each jurisdictional RTO and ISO to electronically deliver to the Commission, on an ongoing, non-public basis, data related to the markets that it administers; namely, data relating to physical and virtual offers and bids; energy/ancillary awards; capacity market offers, designations, and prices; resource outputs; marginal cost estimates; shift factors; FTRs; internal bilateral contracts; and interchange pricing. FERC said that the data will help it detect anti-competitive or manipulative behavior, or ineffective market rules. FERC said that most of the data discussed in the NOPR are already collected and stored by the RTOs/ISOs in order to administer their markets. To the extent that an RTO/ISO does not already collect specific data, the Commission is not proposing to require either the collection of such data from market participants or its electronic delivery to the Commission (RM11-17).
