PUCT Sets Interest Rates for REPs

The PUCT this morning set the 2012 interest rate apllicable to REPs. Texas electric customers who are over-billed will be paid 0.22 percent interest in 2012, while customers will receive 0.12 percent interest on deposits with REPs.

PUCT Schedules Demand Ratchet Workshop

The PUCT has scheduled a workshop for December 19 regarding a rulemaking to address billing demand for certain utility customers, in light of new PURA § 36.009, (Project 39829). PURA § 36.009, which was adopted by lawmakers earlier this year, requires TDUs waive demand ratchets for certain customers (see 5/25). Among other things, the workshop is to discuss whether the PUCT should establish a uniform load factor amount for triggering the demand ratchet waiver across all TDUs, or whether the waiver threshold should vary by TDU, and if it varies, how should the thresholds be established.
