Philadelphia Inquirer: Pa. PUC Staff Seeks Revocation of Glacial License

The Philadelphia Inquirer reported late Thursday that, "Pennsylvania Public Utility Commission investigators on Thursday filed a formal complaint seeking to revoke the license of Glacial Energy of Pennsylvania, Inc. for allegedly omitting information in its 2009 application to be an electric generation supplier."
Specifically, the Inquirer reported, "The PUC's Bureau of Investigation and Enforcement alleged that Glacial Energy did not report that its chief executive, Gary Mole, had an ownership interest in Franklin Power Co., an electricity supplier whose license was revoked in Texas in 2006."
A copy of the complaint was not immediately available on the PUC's online docketing system.
Michael Giery, Senior Corporate Counsel for Glacial, told Matters that, "We have had no communications with the Pennsylvania Public Utility Commission about the allegations in the document you [referenced] nor have we been served with formal process. Accordingly, we are not in a position to comment at this time."
Separately, the Connecticut Public Utilities Regulatory Authority directed Glacial Energy of New England, Inc. to, "provide sufficient information to justify its provision of electric services," to several residential accounts referenced by PURA. PURA, in an April 5 letter to Glacial Energy of New England, Inc., noted that Glacial Energy of New England, Inc. had been licensed to serve commercial and industrial customers throughout Connecticut.
Although not explicit, PURA intimates that to the extent such residential accounts are associated with a non-residential customer, such service may be justified. Specifically, PURA asked Glacial Energy of New England, Inc. to provide, "for each of the residential customer account listed on Attachment A, indicate whether the account is associated with a commercial/industrial account being served by Glacial; and if so, provide: (1) the name, account number and address of such commercial/industrial account; and (2) a detailed description of the location and relationship between the residential account and the associated commercial/industrial account"
Giery told Matters: "During our discussions with PURA they stated that the reports they receive from UI and CL&P indicated Glacial was serving residential customers.They reviewed our accounts and PURA found what they describe as 'incidental residential.' These are actually commercial properties with a residential meter. My assumption is that these are considered miscategorized meters that PURA recognizes as Commercial accounts. The majority were churches and farms. We are dealing with them on some follow up questions."
Matters would note that, with respect to Connecticut, Glacial Energy of New England, Inc. does not list a residential offer on the CT Energy Info rate board.
