Retail Supplier Seeks Elimination of PSNH Charges for Billing, Switches

PNE Energy Supply LLC, d/b/a Power New England, has petitioned the New Hampshire PUC for an order requiring modifications to Public Service of New Hampshire's Services and Schedule of Charges for Energy Service Providers, "to ensure that all small customers benefit from retail electricity competition."
"PSNH's small customers should have the same opportunities to migrate away from PSNH such as those enjoyed by PSNH's large customers, as well as the small customers of PSNH's affiliates in Connecticut and Massachusetts," PNE Energy Supply said, stressing that its sought changes are intended to, "begin the process of bringing PSNH into line with other New England utilities, most notably PSNH 's affiliates in Massachusetts and Connecticut," and are not intended to be an exhaustive list of changes needed to develop a workable retail market.
PNE Energy Supply specifically sought three changes to charges currently applied by PSNH to energy suppliers for various services, while noting that the PUC has said that broader issues, including purchase of receivables, should be addressed in a generic proceeding.
PNE Energy Supply sought elimination of the $5 Selection Charge applicable to each customer switch.
Furthermore, PNE Energy Supply sought elimination of the Billing and Payment Service Charge currently equal to 50¢ per bill rendered.
Finally, PNE Energy Supply sought elimination of the Collection Services Charge equal to 0.252% of total monthly receivable dollars.
As only reported by Matters, the Retail Energy Supply Association recently asked the PUC to open the contemplated generic proceeding on POR, a customer referral program, and an electronic interface to access customer information.
