Ohio Opens Rulemakings on Retail Electric, Gas Markets

The Public Utilities Commission of Ohio has opened proceedings for a required five-year review of rules applicable to the competitive retail electric and natural gas markets.
The rules essentially cover the entire spectrum of the markets, from supplier certification, to marketing and contracting, to billing.
Rules currently being reviewed are:
OAC 4901:1-21 and 4901:1-24, including:
• Competitive Retail Electric Service (CRES) Providers
• Certification of CRES Providers
OAC 4901:1-27 through 4901:1-34, including:
• Certification of Governmental Aggregators and Retail Natural Gas Suppliers
• Aggregation with Prior Consent
• Minimum Standards for Competitive Retail Natural Gas Service
• Reporting Requirements
• Opening Areas to Competition
• Determination of Allowable Capacity and Commodity Costs
• Not-for-Profit Customer Declarations of Mercantile Status
• Noncompliance
PUCO scheduled a workshop for August 6. An entry announcing the workshop was filed in both the electric (12-1924-EL-ORD) and natural gas (12-925-GA-ORD) proceedings, but only explicitly mentions the natural gas rules in the body of the entry.
