Connecticut PURA Finds No Violation of Supplier License by Glacial Energy in Connection with "Incidental" Service to Residential Meters

The Connecticut Public Utilities Regulatory Authority said today that it has concluded an investigation into Glacial Energy of New England, Inc. and found that the company has not violated the terms and conditions of its electric supplier license.

Earlier this year, PURA had opened an investigation regarding Glacial Energy of New England's service to residential meters. At that time, Glacial Energy of New England's Connecticut license was limited to non-residential service.

In February, PURA had said in a letter to Glacial Energy of New England that PURA intended to issue a notice of violation, but then in a March letter said that no notice of violation would be issued at that time.

Since the March letter, Glacial Energy of New England has responded to several interrogatories issued by PURA concerning the specific residential meters served, with Glacial showing that any residential meters served were incidental to service provided to a non-residential customer of record.

In a letter issued today, PURA confirmed the incidental nature of the residential meters, and affirmed that there was no violation by Glacial Energy of New England.

"The Authority has concluded its investigation and has found that all of Glacial's residential customers are acceptable 'incidental' residential accounts. Therefore, the Company has not violated the terms and conditions of its electric supplier license in serving these residential customers. The Authority commends the Company for its cooperation and its thorough, timely responses to all of the Authority's data requests during this investigation," PURA said.
