Duquesne Light to Lower Charges for Certain Services Provided to Retail Suppliers

Duquesne Light Company has filed to reduce several charges applicable to services provided to retail electric generation suppliers.

Duquesne Light said that the changes are proposed to, "further enhance competition in the Company's service territory."

Among other things, Duquesne Light proposes to provide customer load information up to five times per calendar year per customer account at no cost to the customer or its authorized representative(s).

Currently, Duquesne Light charges $60 per request after the initial request for each customer account. Under the revised rule, Duquesne Light will allow five free requests per customer account per year and proposes to retain the $60 charge per request for all subsequent requests.

During the last 12 months, Duquesne Light received approximately 1,200 requests for customer load information (in addition to the initial free requests).

Additionally, Duquesne Light proposes to revise Rule 9.6 of the EGS Coordination Tariff to allow EGSs to utilize up to five scheduling coordinators at no cost to the EGS.

Currently, Duquesne Light charges EGSs to use more than one scheduling coordinator. Under the revised rule, Duquesne Light will only charge EGSs if they utilize more than five scheduling coordinators.

In addition, if an EGS chooses to use more than five scheduling coordinators, Duquesne Light will charge the EGS the Technical Support and Assistance Charge as set forth in the utility's EGS Coordination Tariff rather than a flat fee. Pursuant thereto, EGSs can receive up to 10 hours of free support services per month, and are charged $41 per hour for additional hours

Duquesne Light notes that it currently has 54 registered EGSs in its service territory, and only one EGS currently uses multiple scheduling coordinators. In addition, this EGS only uses two scheduling coordinators.

The proposed effective date for the changes is October 16, 2012.
