Pennsylvania PUC May Address Customer Lists at Gas Utilities on Generic Basis

The Pennsylvania PUC has assigned a docket number for a proceeding related to the provision of customer lists to retail natural gas suppliers.

The docket is L-2012-2324074, "Interim Guidelines For Natural Gas Distribution Company Eligible Customer Lists". Additionally, the PUC also assigned docket number M-2012-2324075 as for, "Interim Guidelines For Natural Gas Distribution Co..." but the remainder of the title was not available.

No filings have yet been made in either docket, nor have the proceedings yet to be formally opened.

In the spring, as only reported by Matters, several retail suppliers had sought a declaratory order from the PUC (P-2012-2291983) regarding the provision of customer account numbers by Columbia Gas, with the suppliers arguing that various Columbia practices, including the use of a withheld "check digit" when supplying the customer account number, were inconsistent with PUC orders.

The retail suppliers also sought relief with respect to National Fuel Gas Distribution, as National Fuel Gas Distribution had informed retail suppliers that it no longer believed that it was responsible for providing customer lists, in any form.
