Texas Staff Do Not Recommend Approval of Start-up REP's Application for Certificate

Staff of the Public Utility Commission of Texas have not recommended approval of the application of Bose Energy, LLC for a retail electric provider certificate.
"It is Staff's opinion that Bose Energy, LLC's application does not meet the technical and managerial requirements established by the Commission's Substantive Rule §25.107," Staff said.
Among other things, Staff said that the applicant failed to show principals and/or permanent employees with experience in the competitive electric industry or competitive gas industry that equals or exceeds 15 years, pursuant to Subst. R. §25.107(g)(1)(D), as the, "personnel information provided by the applicant does not address direct experience in the competitive electric industry," Staff said.
Of note, Staff said, "experience in brokering (sales) of electric services or computer design for electric providers is peripheral to the competitive electric industry." Several of the principals had listed experience in energy brokering and/or energy procurement consulting.
Additionally, the listed experience in a foreign country over 20 years ago, "does not indicate experience in a competitive electric market," Staff said.
Staff additionally said that other parts of the application were incomplete.
