Delaware Opens Proceeding on Electric Bill Transparency

The Delaware PSC has opened a review of the transparency of Delmarva Power's electric bill under Docket No. 13-250

The docket shall, "review the appropriate level of detail that customers should expect in their electric bills." Staff will have the responsibility to conduct the review

The review is prompted by several legislators, who said that customers do not know how much they are being charged each month for various legislatively mandated initiatives such as the Renewable Energy Portfolio Standards, the Qualified Fuel Cell Provider (QFCP) program, Low Income Assistance, and others.

Although these nonbypassable charges prompted the inquiry, it would not be hard to fathom this transparency inquiry expanding to retail supply-related issues, if certain stakeholders sought their inclusion (items such as a listing an official price to compare on the bill, even for customers on competitive supply, for example).
