Connecticut Closes Several Retail Electric Dockets

The Connecticut PURA has closed several dockets related to the retail electric market after noting that the Act prompting the dockets to be opened only included technical changes (such as updating the statute to reflect the creation of PURA), and no substantive changes to underlying policy which PURA has already implemented.

Specifically, PURA closed the following dockets:

• 13-08-17, Promulgation of Regulations Establishing Electric Supplier Standard Billing Formats

• 13-08-12, Development of an Electric Company or Electric Distribution Company Form Withholding the Disclosure of Customer Billing Information to Electric Suppliers

• 13-08-18, PURA Promulgation of Regulations Concerning Customer Notification In the Case of the Default of Service by Electric Suppliers

However, Docket 13-08-15, which was opened at the same time and houses a Review of the Billing of all Components of Electric Service by Electric Suppliers, was not immediately closed and apparently is not affected. Public Act 13-119 updated a requirement for PURA to conduct a review of the costs and benefits of suppliers billing for all components of electric service, and to report to the General Assembly the results of such review, updating the due date for this report to October 1, 2013, from the prior statutory language of February 1, 2012.
