New Hampshire Opens Investigation of Utility, Retail Supplier Payment Hierarchy

The New Hampshire PUC has formally opened, and assigned Docket IR 13-244 to, an investigation into payment hierarchy between competitive energy suppliers and electric and natural gas distribution utilities.

The PUC had earlier indicated a willingness to review the payment hierarchy rules when it closed its formal review of purchase of receivables without taking any action on POR.

PUC Staff and the consumer advocate have suggested changes to the payment hierarchy to make the system more equitable to retail suppliers.

Staff had noted that for utility consolidated bills, it appears the distribution utilities apply the full amount of any partial payment to the utility's own past-due and current amounts first, and only when the utility's bill is fully paid, is payment applied to amounts owed to competitive suppliers.

A technical session was scheduled for September 20.
