"I don't think we're counting on there being a lot of states opening up [for retail choice] over the course of the next two to three years," Ken Hartwick, CEO of Just Energy, said at the Gulf Coast Power Association fall conference.

That's, in part, why Just Energy looked into expanding to European retail energy markets and did expand to the United Kingdom last year.

"Arizona was the one that looked like it had the most hope before they stopped," Hartwick said.

Notwithstanding the stagnant number of states with retail choice, Hartwick said that there is still a large growth opportunity in U.S. retail energy, because outside of Texas, most customers remain on default service.
