Delmarva to Cancel Supplier's Enrollments

Delmarva Power & Light informed the Maryland PSC of its intent to cancel the enrollment of 69 customers for which it received an enrollment transaction from Starion Energy but which Starion said were erroneous.
Based on an October 9, 2013 letter from Starion, Delmarva reported that Starion inadvertently submitted enrollments for competitive supply service for 192 Delmarva Power distribution service customers.
"According to Starion's letter, although these customers were signed to service by Starion sometime earlier (it is not clear from the letter when the customers agreed to terms with Starion), Starion did not submit an enrollment until after it performed an upgrade to its computer systems on September 27, 2013. Starion states that it issued drop requests for all affected customers on October 7 and 8, 2013. The drop requests for 120 of the 189 customers were received in time to complete the request in accordance with the Tariff," Delmarva said.
"Starion's drop requests for the remaining 69 customers were neither submitted in the specified time period necessary to effectuate a drop under Section 7.4 of the Tariff based on the scheduled meter date for those customers nor was it received within 5 days of enrollment as is required to cancel a transaction under Section 7.6 of the Tariff," Delmarva said.
"Delmarva Power believes that the cancellation of enrollment for these customers is in the best interest of the customer," Delmarva said.
Delmarva Power thus plans to cancel the enrollment for the remaining 69 customers so that those customers are not subject to being switched to one month's service from Starion only to be dropped again and placed in standard offer service the next month. "The situation is particularly disruptive for 34 of the 69 customers who were enrolled with competitive suppliers from whom they previously accepted service and as to whom the competitive suppliers would have to submit a new enrollment," Delmarva said.
"To the extent the Commission has questions or concerns regarding the foregoing, Delmarva Power requests an opportunity to be heard at the Commission's earliest convenience so that this matter can be resolved with as little disruption to customers as possible," Delmarva said.
To the extent the PSC does not agree the enrollments should be cancelled, due to the tariff deadlines, Starion has said that it will provide a rate below the utility for the one month the customers will have Starion as a supplier.
