The District of Columbia PSC has ordered that Pepco shall begin including revenues from late payment charges as an offset to the purchase of receivables discount rate by January 1, 2015.

Such revenues are not currently used to offset uncollectibles under the POR discount rate due to backoffice limitations. Pepco has said that it projects that its new customer relationship management and billing system will go into effect in January 2015, and such system will allow the tracking of late payment revenues for use as a POR offset.

The PSC directed that if there is any change in Pepco's implementation schedule, Pepco is directed to give notice and explanation to the Commission of that change without delay.
