Texas Generator To Pay $121,500 Under Settlement With PUCT Staff

Luminant Generation Company LLC and Big Brown Power Company LLC would collectively pay $121,500 under a settlement with Staff of the Public Utility Commission of Texas to resolve alleged violations of ERCOT Protocols § 8.5.1.1 and ERCOT Operating Guide §§ 2.2.8 and 2.3.1.2, relating to primary frequency response (PFR).
Luminant Generation is the Resource Entity (RE) that represents the Generation Resources MLSES Unit 1, MNSES Unit 2, and MNSES Unit 3, and Big Brown is the RE that represents the Generation Resource BBSES Unit 1.
Commission Staff alleged that Generation Resource MLSES Unit 1 failed to provide adequate PFR during 8 of 22 measureable events during a Texas Reliability Entity Study Period, including 5 failures while providing RRS.
Commission Staff alleged that Generation Resource MNSES Unit 2 failed to provide adequate PFR during 6 of 10 measureable events during the TRE Study Period, including 2 failures while providing RRS.
Commission Staff alleged that Generation Resource MNSES Unit 3 failed to provide adequate PFR during 12 of 17 measureable events during the TRE Study Period, including 7 failures while providing RRS.
Commission Staff alleged that Generation Resource BBSES Unit 1 failed to provide adequate PFR during 1 of 21 measureable events during the TRE Study Period, including 1 failure while providing RRS.
