N.Y. Sets Collaborative Meetings on ESCO Consolidated Billing, Service To Low-Income Customers

New York PSC Staff will hold a collaborative on Thursday, June 25, 2015 to continue discussions on the following issues concerning the provision of services by energy services companies: define the standards to be used to determine value added products and services that must be provided to Assistance Program Participants (APP); consider available technologies and mechanisms for implementing point-of-sale confirmation of APP customers; consider how best to protect existing APP customers; and determine whether and how to shorten the enrollment for gas suppliers and to effectuate off-cycle switching.
Staff will also convene another collaborative meeting for Wednesday, July 1 to investigate and evaluate operational issues required for consolidated Energy Service Companies (ESCO) billing (CEB), including how CEB can be constructed to be consistent with Commission rules and regulations including those governing termination of service for non-payment.
