Texas QSE Would Pay $10,000 Under Settlement With PUCT Staff

The City of Garland would pay $10,000 under a settlement with Staff of the Public Utility Commission of Texas to resolve Garland's alleged violation of Electric Reliability Council of Texas (ERCOT) Protocols § 8.1.1.4.3(3)(a), related to non-spinning reserve service (NSRS) energy deployment criteria on March 9, 2012.

ERCOT Protocols require that a QSE update within 20 minutes following a NSRS deployment instruction the telemetered Ancillary Service Schedule reflecting the deployment amount.

On March 9, 2012, ERCOT issued NSRS deployment instructions for the generation resource OLINGR_OLING_4 (Garland Olinger Unit 4). Garland Olinger Unit 4 had an issued NSRS obligation of 74 MW. Garland Olinger Unit 4 was at the required generation output within the required 25 minutes of being requested by ERCOT. The real telemetered status of the Garland Olinger Unit 4 was telemetered to ERCOT every few seconds as required under the ERCOT Protocols.

According to the settlement, Garland failed to update the Ancillary Service Schedule for Garland Olinger Unit 4 within 20 minutes of receiving the deployment instruction on March 9, 2012. ERCOT cannot deploy NSRS unless the Ancillary Service Schedule is correctly updated. The Ancillary Service Schedule is generally updated by an automated computer process. The process had been temporarily stopped by Garland's IT personnel for maintenance purposes. Garland's QSE manually updated the schedule within roughly 29 minutes following the instruction, while still completing all required telemeter reporting, the settlement states
