Texas Generator To Pay $30,000 Under Settlement With PUCT Staff

Laredo WLE, LP would pay $30,000 under a settlement with Staff of the Public Utility Commission of Texas to resolve Laredo's alleged failures to adhere to Electric Reliability Council of Texas (ERCOT) Protocols § 8.1.1.2(17) relating to quick start generation resources
Laredo is the Resource Entity (RE) that represents the Generation Resource Laredo G5.
The settlement states that, "For 273 days between May 2, 2013 and May 6, 2014 Laredo G5 exceeded the allowable Quick Start Generation Resource (QSGR) performance standards."
Pursuant to ERCOT Protocols § 8.1.1.2(17), a QSGR is deemed to have failed to start if the unit does not achieve at least 90% of the minimum ERCOT Security Constrained Economic Dispatch (SCED) Base Point within ten minutes of the initial ERCOT SCED Base Point that dispatched the QSGR above a zero MW output. The Protocols provide an allowable number of failures to start within a rolling 90-day period. A QSGR has not met the requirements of the performance standard if, within a 90-day rolling period, the QSGR exceeds the higher of three failures or 10% of the number of quick start mode startups made in response to ERCOT SCED deployments
