Utility's Residential POR Discount Rate To Increase 60%, To Over 4%

Western Massachusetts Electric Company (Eversource) has filed new proposed purchase of receivables discount rates (standard complete billing percentages) to be effective May 1, 2017.
At WMECO, the residential POR discount is to increase nearly 60%, from 2.59% to 4.13%
The rates remain subject to DPU approval.
The proposed May 1, 2017 WMECO POR discounts are:

Uncollectible 3.10% 0.13% 0.00% 0.00%
Admin Cost 0.00% 0.00% 0.00% 0.00%
Reconciliation 1.03% -0.05% -0.07% -0.01%
Total 4.13% 0.07%[sic] -0.07% -0.01%
Note that the Commercial discount figures appear to contain an error in either one of the individual components or the total as listed in WMECO's filing.
