Texas-based Small Business Exchange LLC (SBE), formed in 2022, registered as a Texas electric broker

Small Business Exchange LLC describes itself as a "group purchasing organization" [GPO] which, generally (for various services), "secures contracts for the provision of goods and services (the Contracts) by suppliers (the Contracted Suppliers) upon favorable terms and prices for Member."

"From time to time, SBE shall supply Member with a current list of the Contracted Suppliers and their prices for goods and services provided. Member shall be entitled, at it’s sole discretion, to purchase good and services from the Contracted Suppliers subject to and pursuant to the terms of the applicable Contracts. Member understands that SBE is a GPO only and is not acting as an agent or employee of Member or of the Contracted Supplier when entering into the Contract with the Contracted Suppliers," Small Business Exchange states in a general membership terms of service
