Two MA Retail Supplier Bills Subject To Study Order, Discharged To New Committee

Massachusetts bills H.4144 and H.15 have been made subject to a study order (Order H.5324), with Order H.5324 discharged to the committee on House Rules

While ostensibly a study order allows a committee to further review the bills during a recess, study orders typically indicate that a bill will not further advance

While these two bills are subject to a study order, the active retail choice reform bill, H.5175, remains before the Senate committee on Ways and Means, after its previously reported passage by the House. As first reported by ECM, H.5175 would allow individual cities and towns to ban individual residential retail electric choice, among other provisions impacting retail choice (full details here)

H.4144, now subject to a study order, had been a vehicle for certain of Gov. Maura Healey's energy policies, and would have, among other things, required written consent for auto-renewals, would have required all enrollments to be through the state's Energy Switch MA website, and would have required a $5 million bond from retail suppliers (full details here)

H.15 relates to retail suppliers' RPS compliance, including new retail supplier security requirements related to RPS
