PSC Corrects Erroneous SOS Proxy Price Directive

The District of Columbia PSC issued an errata concerning its approval of an updated Wholesale Full Requirements Service Agreement (WFRSA) for the 2026-2027 SOS solicitations at Pepco-DC

As first reported by EnergyChoiceMatters.com on October 7, the PSC in its order set the PJM capacity proxy price used in SOS bidding, where applicable, at $325.00/MW-day, rather than the average price of the prior two BRA auctions or $329.35/MW-day, consistent with the methodology employed last year.

However, the PSC in doing so did refer to the use of the $325.00/MW-day proxy price as being for the 2027/28 and 2028/29 delivery years, for which a PJM base residual auction capacity price exists

The PSC said that such direction regarding a proxy price for the 2027/28 and 2028/29 delivery years was in error, and struck such direction from its order

The use of a proxy price of $325.00/MW-day for the 2029/30 delivery year remains in place
