Texas Customers Formally Petition for Advanced Meter Opt-Out Rulemaking
Several Texas customers have formally filed a petition for rulemaking with the PUCT (Docket 40199) seeking a prohibition on the installation of advanced meters and removal of already installed meters, or, alternatively, an ability for customers to decline the use of a smart meter. In describing the "forced or compelled installation of smart meters," through the, "[i]mposition of unlawful force,", Petitioners reported that, "[i]n one recent occasion an installer ignored the protestations of a consumer and stated his intention to install the smart meter in spite of her refusal. The only thing that prevented the forced installation was the consumer's exertion of greater force in the form of a firearm." The PUCT previously directed Staff to study the issue of a smart-meter opt-out.
