New Hampshire Dismisses Petition to Eliminate Certain PSNH Supplier Charges

The New Hampshire PUC has dismissed a petition from PNE Energy Supply LLC to modify certain charges applicable to retail suppliers under Public Service of New Hampshire's tariff.

As first reported by Matters, PNE Energy Supply had sought elimination of the $5 Selection Charge applicable to each customer switch; elimination of the Billing and Payment Service Charge currently equal to 50¢ per bill rendered; and elimination of the Collection Services Charge equal to 0.252% of total monthly receivable dollars.

The PUC determined that the PNE Energy Supply petition, "is a request for a rate adjustment."

Pursuant to Puc 203.06(c), a petition for rate adjustment "shall be filed in compliance with Puc 1600 if applicable and shall be accompanied by pre-filed testimony and exhibits," the PUC noted.

While PNE Energy Supply argued that the pre-filed testimony requirement applies only to utilities, the PUC said that the fact that PNE is not a utility, "does not exempt it from the requirement that a petition requesting a rate adjustment be accompanied by pre-filed testimony and exhibits."

"PNE's petition fails to comply with this requirement, and on that basis we grant PSNH's motion to dismiss and direct that this docket be closed," the PUC said.

The dismissal was without prejudice to PNE Energy Supply filing a new petition compliant with Puc 203.06(c).

The PNE Energy Supply docket, DE 12-093, is separate from the ongoing review of purchase of receivables, customer information, and other retail issues.
