Texas REP Granted Authority to Market as BrightStar Power

The Public Utility Commission of Texas granted Clearview Electric. Inc. an amended Texas retail electric provider certificate to use the trade name BrightStar Power, and to reflect information showing compliance with the financial requirements under PUC SUBST R. 25.107(f).
As previously reported, with respect to the financial standards, Clearview Electric, Inc. had said that it had entered into an Energy Market Support Agreement with Luminant Energy Company LLC whereby Luminant has agreed to act as Clearview's guarantor in order to satisfy the financial requirements set forth in PUC SUBST. R. 25.107(f)(1)(A)(ii).
Clearview had been operating in ERCOT under a "temporarily suspended" REP certificate, meaning that Clearview could not enroll new customers but could continue to serve existing customers.
The suspension allowed Clearview to remain in the market by posting a $30,000 letter of credit, as opposed to the requirements of SUBST R. 25.107(f)(1), through December 31, 2012 (see prior story for background).
It was unclear if the granted certificate amendment, which affirms Clearview has now demonstrated compliance with the access-to-capital requirements of PUC SUBST. R. 25.107(f)(1)(A)(ii), also lifted this prior suspension, or if further relief must be sought by Clearview.
