Connecticut Opens Dockets on Standard Billing Format for Retail Suppliers, Supplier Billing Components, Customer Privacy

The Connecticut PURA has opened several dockets relating to retail electric suppliers as a result of Section 10 of Public Act 13-119, An Act Concerning the Public Utilities Regulatory Authority, Whistleblower Protection, the Purchased Gas Adjustment Clause, Electric Supplier Disclosure Requirements, and Minor and Technical Changes to the Utility Statutes.

PURA assigned Docket 13-08-17 for Promulgation of Regulations Establishing Electric Supplier Standard Billing Formats, noting that the Act requires PURA to establish, by regulation, a standard billing format that enables customers to compare pricing policies and charges among electric suppliers.

PURA assigned Docket 13-08-15 for a Review of the Billing of all Components of Electric Service by Electric Suppliers, noting that the Act requires PURA, on or before October 1, 2013, to conduct a review of the costs and benefits of suppliers billing for all components of electric service, and to report to the General Assembly the results of such review.

PURA assigned Docket 13-08-12 for Development of an Electric Company or Electric Distribution Company Form Withholding the Disclosure of Customer Billing Information to Electric Suppliers, noting that the Act requires PURA to approve a form that, when signed by the customer, prevents disclosure of their information (name, address, telephone number and rate class) to electric suppliers by electric or electric distribution companies.

PURA assigned Docket 13-08-18 for PURA Promulgation of Regulations Concerning Customer Notification In the Case of the Default of Service by Electric Suppliers, noting that the Act requires PURA to establish, by regulation, the procedures for when and how customers are notified that their electric supplier has defaulted and regarding the need for the customer to choose a new electric supplier within a reasonable period of time or to return to standard service.
